wiped 8.1 clean but wants to reinstall

I wanted to wipe clean the windows 8.1. It gave me 3 options. I chose the wrong one because now it wants to reinstall it. I'm stuck at the "agreement to terms" screen and it will do nothing else. I tried to force it to just shut down but it won't do that. When I took it's power away and put in my thumb drive with an alternative bootable os on it, it didn't recognize it and the same screen popped back up when the power was restored.
How can I get out of this without having to redo everything (reinstall and wipe clean again).
I do have a recovery thumb drive I copied from it right before I wiped it clean.
